In a recent viral video on social media platform X, alarming allegations surfaced against American missionaries operating in Manipur under the guise of NGO activities. These individuals, reportedly associated with organizations like the Red Cross, are accused of supplying arms, bulletproof jackets, and drones to the Kuki militants in the violence-stricken state. They are also alleged to have been training these groups to use such equipment effectively.  

This revelation has sparked widespread outrage, raising critical questions about the lax monitoring of foreign activities in India's sensitive border regions. Many have criticized the inaction of government agencies, warning that unchecked foreign interference could exacerbate the ongoing violence and further endanger the native Meitei Hindu population.  

The Government’s Big Move
Responding decisively, the Government of India has reintroduced the Protected Area Permit (PAP) system in the northeastern states of Manipur, Nagaland, and Mizoram. This marks the reinstatement of a 13-year-old regulation under the Foreigners Order of 1958, aimed at closely monitoring the movement of foreign nationals in these regions.  

The Ministry of Home Affairs has stated that under this system:  
1. Foreign nationals must obtain a PAP before entering these states.  
2. Movement of foreigners will now be strictly regulated to prevent unauthorized activities.
