Born on January 24, 1969, Changsan's academic journey began at IIT Delhi, where he earned a B Tech degree in Mechanical Engineering. This strong academic background laid the foundation for his diplomatic endeavors, which have seen him tackle global issues like climate change and human rights at the United Nations with great efficacy.
