In a recent development, the Government of Assam's personnel department has taken a significant step towards streamlining administrative processes and enhancing efficiency in public service delivery. According to an official memorandum released on July 20, the government has decided to abolish several vacant posts deemed non-essential in today's era of digital administration. The move comes as the state embraces e-Office and other e-mode measures to promote better governance.

Reports indicate that around 50 percent of non-essential posts will be discontinued following the full implementation of the e-Office system. Among the positions slated for abolition are Grade-IV positions, computer operators, and many Grade-III roles across various government departments in Assam.

The personnel department stated that the decision to eliminate these positions aligns with the government's vision of adopting a more scientific, systematic, and time-bound approach to official matters. As e-Office and other digital administrative measures take root, certain posts have become under-utilized in the current context, rendering them non-essential.

To ensure a smooth transition, the administrative departments will be responsible for initiating the necessary steps to abolish the identified non-essential vacant posts. This process will be carried out in consultation with the Finance Department. The ultimate goal is to facilitate more efficient public service delivery and improve overall governance in the state.

As a consequence of this move, there is the possibility of creating new essential and need-based positions. If required, the creation of these new roles will be done in coordination with the personnel and finance departments of the state government.

"For this purpose, the Departments will undertake regular exercises to identify non-essential posts and assess the need for essential positions that may have to be created. Subsequently, the administrative Departments will only request the Assam Public Service Commission/ Recruitment Board/ Recruitment Commissions to recommend eligible candidates for essential vacant or new posts," the memorandum explained.

The changes are set to be implemented immediately, signaling the government's commitment to modernizing its administrative framework and enhancing service delivery. By optimizing workforce distribution and aligning it with the demands of the digital age, the Government of Assam aims to achieve more effective governance and improved public services for its citizens.
