ARUNACHAL PRADESH: In a significant development, 18 detainees who were booked under the Unlawful Activities Prevention Act 2014 (UAPA) have been released from jail. The release came after the detainees provided a written undertaking, assuring that they would refrain from engaging in any bandh call activities or participating in any unlawful activities in the future.

The Home Department issued an order in which it stated, "The District Magistrate, Capital, Itanagar, exercising powers under Section 3(1) of the Arunachal Pradesh Unlawful Activities (Prevention) Act, 2014, issued an order of detention against the accused as per Memo No. DM/ICC/AP UAPA/OL/2023-L71825 dated May 9, 2023."

Subsequently, the order of detention was approved by the Governor of Arunachal Pradesh under Section 3(2) of the said Act, as per Memo No. HMB (B)-02l2018(Pt)/361/15 dated May 16, 2023. Following this, the Advisory Board thoroughly reviewed the Case Diary and available evidence and unanimously recommended the release of all the accused.

After considering the reports of the Advisory Board dated May 26, 2023, and exercising powers conferred under Section 14(1) of the said Act, the Governor of Arunachal Pradesh revoked the order of detention passed by the District Magistrate, Capital, Itanagar, as per Memo No. DM/ICCIAPUAPA /07/2023-77/825 dated May 2023, thereby ordering the immediate release of the detainees.

The names of the released detainees are as follows: Yowa Topu, Kaki Yarda, Gyamar Tayu, Prem Dada, Pasand Kochak, Dangi Pabin, Tadar Nanyi, Sogi Rina, Sasi Lamnio, Melung Lamnio, Kahayang Lamnio, Tolum Yarik, Takam Anu, Yura Yaka, Gora Yallong, Rian Pabing, Tadar Panung, and Pungni Lamnio.

Furthermore, it is expected that more detainees will be released soon as part of the second phase of the process.

In a related development, on May 20, the authorities in Arunachal Pradesh issued proclamations for the appearance of three individuals who were accused of participating in a recent capital bandh call that disrupted peace in the state. Teli Yamang, Techi Puru, and Tadak Nalo are the individuals against whom these proclamations, issued under Section 82 of the Arunachal Pradesh Prevention of Unlawful Activities Act, 2014, have been made.

Initially, preventive detention orders were issued against Teli Yamang, wife of Teli Legi, for her involvement in declaring a three-day capital bandh call from May 10 to 12, 2023. However, despite the authorities' efforts to apprehend her, Teli Yamang has absconded and is currently evading police detention. Consequently, the authorities have declared her a proclaimed offender.
