Discontinuation of Physical Non-judicial Stamps: Digital Stamping Expanded in Assam
Guwahati: In a progressive move towards modernizing administrative processes, the Government of Assam has announced the discontinuation of physical non-judicial stamps. Instead, the focus will be on expanding digital stamping methods, offering a faster, more transparent, and cost-effective payment process. This decision, accompanied by the notification of necessary rules governing digital stamping, aims to bring efficiency and convenience to stamping procedures within the state.
With effect from July 1, 2023, the sale of physical non-judicial stamps from treasuries will be discontinued in Assam. However, individuals and vendors who have purchased physical stamps before June 30, 2023, for legitimate transactions, will be allowed to utilize them until September 30, 2023. After this date, the use of non-judicial physical stamps will be entirely phased out, except in special unforeseen cases. In such instances, the District Registrar may grant permission to use physical stamps, subject to prior approval from the Superintendent of Stamps.
To facilitate the transition to digital stamping, the Assam government will notify the Assam Digital Stamp (Payment of Duty by means of e-Stamping) Rules, 2023. These rules will govern the use of digital stamps and provide a clear framework for their implementation. Digital stamping offers numerous advantages, including increased efficiency, reduced paperwork, enhanced security, and improved accessibility.
Existing stamp vendors in Assam, who possess valid licenses, will undergo a rehabilitation process, with their establishments being converted into Citizen Service Centers. This conversion will enable them to provide a range of services to the public, ensuring a seamless transition to digital stamping. The government has allocated a sum of ₹1 lakh to support the establishment of these Citizen Service Centers, demonstrating its commitment to assisting vendors during this transition period.
The decision to discontinue physical non-judicial stamps and expand digital stamping methods reflects the Assam government's commitment to embracing technological advancements and simplifying administrative processes.
